A zany, outspoken Golden Retriever living in the streets of Seattle(Well alley/garage that spends days on end watching TV and news of the world) all alone who's only goal is to find more dogs. Taking a gov official into custody (unconsciously), Scruffy is one to be over the top. He's also determined and mischievous. Scruffy decides to be the TOP DOG of the alliance and take charge..which he loves especially attention and...being leader of the pack.
